PROBLEM TO BE SOLVED: To provide a heat insulating panel which enables an increase in construction efficiency, a reduction in labor for demolition, the prevention of lift of a bearing wall of a dwelling, etc. by making the strength of adhesion between a heat insulating material and a surface material appropriate, and a manufacturing method for the heat insulating panel. SOLUTION: The heat insulating panel 10 is manufactured by bonding the surface material 12 to one side or both the sides of the heat insulating material 11 by means of an adhesive. A covering material is stuck on a part, which is not coated with the adhesive, of a surface of the heat insulating material 11; the adhesive is applied to the surface of the heat insulating material 11 on which the covering material is stuck; the covering material is removed from the surface of the heat insulating material 11 after the application of the adhesive; and the surface material 12 is stuck on the surface of the heat insulating material 11 after the removal of the covering material.
