PROBLEM TO BE SOLVED: To predict occurrence of a decisive scene in a television program such as a sport program that is dynamically changed and to inform a user of the occurrence. SOLUTION: A user information storage section 22 in a server 2 stores user information including a mail address related to the user. A broadcast station control apparatus 3 is provided with a schedule DB 31 that manages program information related to television programs, assigns a scene ID corresponding to types of decisive scenes predetermined to each television program, and stores each scene ID in association with a flag. The flag of the decisive scene is validated in the DB 31 when it is discriminated that the decisive scene is generated just after the moment. When the flag is validated, the broadcast station control apparatus 3 informs the server 2 about the validated flag when the flag is validated, and the server 2 refers to the user information storage section 22 and generates and transmits advance notice mail of the decisive scene on the basis of program information corresponding to the validated flag.
