PROBLEM TO BE SOLVED: To preferentially guide a user to a channel which provides a useful and fresh topic. SOLUTION: A message receiving part 1-1 outputs an inputted message to a topic extracting part corresponding to a designated channel. A plurality of topic extracting parts 1-2-1 to 1-2-N corresponding to the plurality of channels extract the topic from the inputted message, and calculate the generation density of the topic by using the number of following messages following the message of the extraction origin of the topic and the number of messages including the extracted topic among the following messages, and uses the representative value of the generation density as the scores of the topic. A sequencing part 1-3 uses any of the topic, the information of the channel where the topic has been generated and the combination of the topic and information of the channel as an output item, and determines the channel guide information and its output sequence from the topic extracted by the topic extracting part and the scores according to the output items, and outputs the channel guide information in the determined sequence.
