PROBLEM TO BE SOLVED: To lessen the power consumption at waiting for charge when a secondary battery is not connected to a charger. SOLUTION: This charger has a switching circuit 20 which supplies power to charge a battery pack 2, a charge power supply circuit which is composed of a rectifying smoothing circuit 30, etc., and a charger driving power supply circuit 100 which supplies the power to drive the charger. When the battery pack 2 is not connected to the charger, this stops the output of the charge power supply circuit and also supplies the charger driving power supply circuit 100 with power. The charger driving power supply circuit 100 lessens the output voltage when the battery pack 2 is not connected more than the output voltage when the battery pack 2 is connected.
