PROBLEM TO BE SOLVED: To fold back a tape material appropriately. SOLUTION: A pair of folding means 31 for folding back free ends of the tape material 14 toward the other main surface of a sheet material 28 is provided. Each folding means comprises a flat endless belt 39 for folding the free end toward the other main surface of the sheet material 28, a pair of winding rollers 36 and 37 for winding the endless belt 39, and a nip roll 40 for securing the free end on the sheet material. The endless belt 39 is gradually twisted between the winding rollers 36 and 37 from upstream to downstream of the feeding direction of the sheet material 28 and travels while holding the free end.
