PROBLEM TO BE SOLVED: To provide a surface treatment agent capable of impeding the collection of stains on a luminous paint-coated surface being exposed. SOLUTION: For forming a luminous paint-coated clear surface on an object to be treated, an organic acid alcohol chelate compound of titanium, silicon, zirconium, or tin is applied to and dried on the surface of the object, a luminous paint is applied to and dried on the surface of the compound, and then a resin liquid of the alcohol chelate compound of titanium, silicon, zirconium, or tin is sprayed onto and dried on the surface of the paint. A metal film formed by spraying a metalorganic chelate liquid is hard, abrasion-resistant, lightfast, and aging-resistant, protects the luminous paint-coated surface, and prevents the collection of stains. The synthetic resin bonding the luminous material ages, this discoloring and decomposing the adhesive resin, after a constant exposure to solar radiation outdoors, but a titanate film formed to cover the luminous paint-coated surface protects the surface from oxidative decomposition due to UV rays from the sun and improves the surface in terms of abrasion resistance and service life.
