PROBLEM TO BE SOLVED: To prepare an aqueous cosmetic that has excellent low-temperature stability and volatility after application, makes the hair keep moist and smooth feel and excellent gloss after volatilization. SOLUTION: This aqueous cosmetic comprises 0.05-10 wt.% of one or more kinds of cationic surfactants, 0.05-10 wt.% of one or more kinds of silicone compounds, 1-25 wt.% of ethanol and 50-98 wt.% of water and, if necessary, 0.1-10 wt.% of a polyhydric alcohol. Preferably, the cationic surfactants are composed of a cationic surfactant (A) that has no ester structure and contains a quaternary ammonium salt and a cationic surfactant (B) that has an ester structure and contains a quaternary ammonium salt.
