PROBLEM TO BE SOLVED: To provide a polluted soil treatment system capable of further enhancing the purifying treatment efficiency of polluted soil, and a polluted soil treatment method. SOLUTION: The polluted soil treatment system for purifying polluted soil is equipped with a polluted soil treatment machine 3 equipped with a mixer 3E for mixing polluted soil 1 with an additive material accelerating the generation of heat due to the hydration reaction with moisture in soil and a discharge device 3F for discharging mixed soil obtained by the mixer 3E, a surrounding means 5 positioned at least at the side part of the discharge device 3F in the polluted soil treatment machine 3 and the feed device 6 provided so as to face not only to the discharge end of the discharge device 3F in the polluted soil treatment machine 3 at one end thereof but also to the surrounding means 5 at the other end thereof.
