PROBLEM TO BE SOLVED: To produce almost neutral water substantially containing no chlorine component in a substantially aseptic state, in other words, water having high general-purpose properties suitably usable as drinking water, cooking water, washing water of the human body, bathing water or the like. SOLUTION: In this water treatment method for treating water to be treated, a first treatment method is adapted in order to treat the water to be treated and the water to be treated is electrolyzed in the anode side electrolytic chamber of a diaphragm electrolytic cell to produce acidic electrolytic water, the volatile component contained in the produced electrolytic water is removed in an acidic region and the electrolytic water from which the volatile component is removed is electrolyzed in the cathode side electrolytic chamber of the diaphragm electrolytic cell to produce almost neutral electrolytic water.
