PROBLEM TO BE SOLVED: To appropriately determine a transcoding to be performed in an exchange while considering a transcoding function owned by the exchange, an encoding system usable in a terminal and the like. SOLUTION: Information of an encoding scheme available in a mobile machine 40, information of an encoding scheme available in a mobile machine 50, information of a transcoding function of an exchange 10, and information of a transcoding function of an exchange 20 are acquired. While considering the encoding system available in the mobile machine 40, the encoding system available in the mobile machine 50, the transcoding function of the exchange 10 and the transcoding function of the exchange 20, the encoding system to be used in the mobile machine 40, the encoding system to be used in the mobile machine 50, the transcoding to be performed by the exchange 10 and the transcoding to be performed by the exchange 20 are determined so that the encoding system to be used in the mobile machine 40 is converted into the encoding system to be used in the mobile machine 50.
