PROBLEM TO BE SOLVED: To reduce possibility that unreceivable multicast data are generated in a measuring period for performing handover processing between different frequencies or handover processing between different systems. SOLUTION: This mobile communication system transmits a plurality of identical information to a plurality of cells. The mobile communication system comprises a transmission timing determining part 15 for determining transmission timing of the identical information to each of the plurality of cells so as to be random respectively among the plurality of cells or different among the plurality of cells, and a transmitting part 16 for transmitting the identical information to the plurality of cells at the determined transmission timing.
