PROBLEM TO BE SOLVED: To provide a concrete surface protective panel which contributes to suppression of progress of cracks occurring in a concrete surface, and to provide a concrete surface protecting method. SOLUTION: The concrete surface protective panel 1 is attached to the concrete surface 5 which involves cracks occurring due to alkali aggregate reaction, in a manner covering the cracks C, by means of an adhesive 4. Thus a surface plate 2 of the concrete surface protective panel 1 shields supply of moisture, chloride ions, oxygen, etc. from the outside to the interior of each crack C, and gel expanded by rust of reinforcements and generated by reaction with alkaline ingredients in the concrete, is inhibited from further expansion upon feeding of moisture, and therefore progress of the cracks C is suppressed. Further an elastic layer 3 of the panel absorbs deviation of the panel due to the progress of the cracks C, by elastic deformation thereof, and suppresses transfer of the deviation to the surface plate 2, to thereby suppress deformation of the surface plate 2.
