PROBLEM TO BE SOLVED: To simply construct a seismic response control wall, which can absorb the vibrational energy of a frame, on the frame. SOLUTION: A downside horizontal steel material 18 is placed on a downside beam 68; a vertical steel material 20 is elongated by operating a turnbuckle 30; an upside horizontal steel material 18, which is connected via a pin, is pressed against an upside beam 68; and a frame body 22 is fixed to the inside of the frame 70. Thus, the frame body 22 can be fixed to the inside of the frame 70 only by operating the turnbuckle 30. Additionally, since a positional relationship between the seismic response control wall 12 and the frame body 22 can be predetermined by the amount of the elongation of the turnbuckle 30 and an arm plate 34, one end of the arm plate does not have to be mounted on the frame and positioned, as ever.
