PROBLEM TO BE SOLVED: To provide a moving body communication system of TDMA-TDD capable of avoiding the interference of a control channel.

SOLUTION: An NMS 1 (a network monitor system) sets one arbitrary base station as a reference base station 3, and designates the ID number of the reference base station 3 and a timing difference from the timing of the control channel 5 transmitted by the reference base station 3 to a subordinate base station 4 other than the reference base station 3. The subordinat base stations 4 confirms the transmission timing of the control channel of the reference base station by receiving the control channel on the basis of the transmission timing of the control channel of the reference base station, decides the transmission timing of the control channel of the reference base station and the timing difference designated from the NMS 1, and transmits the control channel to a PS 6 at the decided transmission timing.
