PROBLEM TO BE SOLVED: To compensate variation of dynamic characteristics of a variable valve timing device by operation environment, manufacturing dispersion, and secular changes; and to improve accuracy of variable valve timing control at a transitional period. SOLUTION: A controller 41 is constituted so that control duty is obtained by which output of a control target model simulating the dynamic characteristics of the variable valve timing device 32 and output of a standard model 40 simulating ideal input and output characteristics of the variable valve timing device 32 asymptotically coincide, and the control duty is calculated by the controller 41 so as to fully reduce the difference between the output of the standard model 40 and actual valve timing. When the dynamic characteristics of the variable valve timing device 32 are varied by the operation environment change and the difference between the output of the standard model 40 and the actual valve timing is large, a parameter of the controller 41 is successively adjusted by a parameter adjusting mechanism 42 so as to fully reduce the difference.
