PROBLEM TO BE SOLVED: To provide a small-sized water treatment device using a photocatalyst; to provide a water treatment device and a water treatment method having a high energy efficiency. SOLUTION: The water treatment device has a photocatalytic reaction plate on which a photocatalyst is immobilized, and an LED for projecting light on the photocatalytic reaction plate. In the water treatment method, water containing organic matter is brought into contact with the photocatalytic reaction plate on which the photocatalyst is immobilized, and then light emitted from the LED is irradiated on the photocatalytic reaction plate to decompose the organic matter.
