PROBLEM TO BE SOLVED: To restrict the affection to a control system to the minimum by continuing the operation for remaining capacity with a necessary minimum accuracy even at the time the data cannot be normally obtained because of any trouble occurring in any system for measuring voltage, current or temperature while calculating the remaining capacity utilizing both the advantages of remaining capacity by current integration and the remaining capacity by the open voltage. SOLUTION: The input data of the temperature, voltage, and current are referred (S1-S3), if they are normal, the remaining capacity from current integration, and the remaining capacity based on the open voltage are calculated (S5, S8), then synthetic remaining capacity is calculated precisely (S10). If the data for the temperature or the current is omitted, the process is transferred to the process for coping with the abnormality. If the data for voltage is omitted, the remaining capacity from the current integration is calculated (S13), then synthetic remaining capacity is calculated with the weight w fixed to "1" (S14, S15).
