PROBLEM TO BE SOLVED: To provide a method for producing a non-flammable thermal insulation panel which improves moldability and quality by securing adhesive properties to a surface plate in a panel end part without hindering injection work even when an injection time is long. SOLUTION: When the non-flammable thermal insulation panel is produced by preparing a mixed composition by mixing a polyol solution containing 1, 1, 1, 3, 3-pentafluoropropane as a foaming agent and a polyisocyanate solution, injecting the mixed composition between a pair of the surface plates, and foaming/packing the composition, the temperature of the solutions when the mixed composition is foamed is set at 13-19°C, preferably 14-18°C.
