PROBLEM TO BE SOLVED: To provide an electrophotographic system fixing device with which prevention of a lubricant leak and recording medium conveyance performance are stably and satisfactorily maintained for a long time, and to provide an image forming apparatus. SOLUTION: A pressing member 56 with a low friction sheet member 66 disposed on its surface is pressed against a turning member 52 whose surface elastically deforms, via a fixing belt 54 formed in the form of an endless belt and having a mirror-finished internal peripheral surface. Thereby, a nip section is formed for fixing a toner image held on a recording medium 24. Also, a lubricant is extremely thinly, uniformly, and entirely applied to the internal peripheral face of the fixing belt 54 by a lubricant application member 78 that slides against the internal peripheral face.
