PROBLEM TO BE SOLVED: To perform not only independent operation of equipment but also linkage operation of a plurality of pieces of equipment according to the configuration of terminal equipment connected to a network.

SOLUTION: The terminal operation device comprises a terminal information collection part 11 collecting terminal information that is information for operable functions from controlled terminals 10 that are operation objects connected to the network; a terminal operation database part 13 storing the configurations of the controlled terminals 10 and the correspondence of terminal information of each controlled terminal with control information enabling operation of one or more controlled terminals 10; a terminal operation retrieval part 12 retrieving the control information from the terminal information acquired by the terminal information collection part 11 in the database part; a terminal control part 14 acquiring and presenting an executable operation from the terminal operation retrieval part 12 to a user, and executing this operation in response to an operation instruction from this user; a display part 15 for presenting the executable operation to the user; and a terminal operation part 16 used by the user to give an operation support to the controlled terminals 10.
