PROBLEM TO BE SOLVED: To enable effective absorption of the noise of a low-frequency region equal to or lower than 200 Hz. SOLUTION: The sound insulating wall has hollow double walls 1, disposed as a simple partition on a floor within a building. The hollow double walls 1 comprise a first wall member 2 disposed on a sound source side and a second wall member 3 disposed in parallel with the first wall member 2 at a position spaced a prescribed length from the first wall member on a sound reception side. A Film 4, having a damping property to be described afterward, is disposed between the first and the second wall members 2 and 3 in parallel to the second wall member 3. The film 4, having the damping property, is formed of a synthetic resin of either an open cellular foam or of closed cellular foam of≥0.05 in loss coefficient and≥0.1 dm<SP>3</SP>/s in the ventilation volume. The synthetic resin is formed of a foam, composed of respective components; and a first diol of 500 to 5,000 in molecular weight, a second diol of≤500 in molecular weight, an inorganic filler, water as a foaming agent, and isocyanate as raw material components.
