PROBLEM TO BE SOLVED: To provide a bird injury-resistant waterproof layer protective coating preventing outdoor waterproof coating film from peck damage by birds such as crow, and to provide a method for forming the coating film. SOLUTION: The bird injury-resistant waterproof layer protective coating contains 5-15 mass% of capsaicin microcapsules, capsaicin powder or granular capsaicin 0.5-3.5 mm in size. The method for forming the coating film involves forming the thickness of this coating to 100-300μm and is characterized by that the waterproof layer has urethane resin coating film waterproofness or asphalt waterproofness by asphalt or sheet waterproofness by waterproof sheet.
