PROBLEM TO BE SOLVED: To enable to improve image display quality and operation stability of a panel without deteriorating productivity of the panel. SOLUTION: A front substrate with a scanning electrode 5 and a sustaining electrode 6, having terminal parts 15, 16 with one end part exposed to a panel surface, arranged in the plural number mutually in parallel, and a rear substrate arranged opposed to the front substrate and with a data electrode 10 formed in a direction crossing the scanning electrode 5 and the sustaining electrode 6 are provided, and a scanning electrode 5a for resistance measurement is formed so that its both end parts are exposed to a surface of the panel.
