Disclosed is a photocatalytically active thin film formed on a base which is characterized by being composed of at least one selected from the group consisting of metal compounds having two or more hydrolyzable groups and/or hydroxy groups in total, metal chelate compounds having two or more hydrolyzable groups and/or hydroxy groups in total, metal organic acid salts, and their hydrolysis products, and by exhibiting photocatalytic activity when irradiated with light having a wavelength of 150-350 nm.
