PROBLEM TO BE SOLVED: To embed watermark information to coded data without deteriorating image quality or increasing data quantity. SOLUTION: A coding means 101 encodes received data in a prescribed processing unit and gives coded data to a coded data stream generating means 102 in the processing unit. The coded data stream generating means 102 consists of a coded header generating means 103 and a watermark information embedding means 104. The header generating means 103 adds header describing information related to the coded data to the received coded data. The watermark information embedding means 104 divides the watermark information and embeds the divided watermark information to the coded with the header added thereto. |
