The present invention provides a process for catalytic hydrotreatment of crude oil or crude oil from which a naphtha fraction and fractions lighter than the naphtha fraction are removed by collectively subjecting the crude oil or crude oil from which naphtha fraction and fractions lighter than the naphtha fraction are removed, to hydrotreatment steps including hydrodemetallization, hydrocracking and hydrodesulfurization, wherein said hydrocracking is performed in the presence of a catalyst comprising a carrier made of a composite containing zeolite and ultrafine titanium-group metal oxide particles on an inner surface of mesopores of the zeolite, and a catalytically active component that is supported on the carrier and made of at least one element selected from the group consisting of metals belonging to Groups 6, 8, 9 and 10 of the Periodic Table. According to the process of the present invention, qualities of kerosene and gas oil in the product oil can be considerably enhanced, so that it is possible to produce ultra-low sulfur kerosene and gas oil having a sulfur content of less than 10 ppm.
