Proposed device includes satellites of NAVSTAR navigation system, vehicle equipment, retransmitted with transmit-receive antenna and dispatcher station equipment. Vehicle-mounted complex contains receiving antenna, transmit-receive antenna, GPS signal receiver, radio station, matching unit, microprocessor, additional information pickups, transmit-receive unit, actuating unit and on-line communication panel. Lo-jack system contains receiving antenna, coded message receiver, two multipliers, naarow-band filter, low-frequency filter, access pickup, control unit, high frequency generator, phase keyer, power amplifier and transmitting antenna. Access control panel contain keyboard, memory unit, code shaper, high-frequency generator, phase keyer, power amplifier and transmitting antenna. Stationary equipment of dispatcher station contains receiving antenna, transmit-receive antenna, GPS signal receiver, radio station, matching unit, personal computer, documentation device and display.
