PROBLEM TO BE SOLVED: To provide a semiconductor memory with a shortened access time. SOLUTION: A arbitration circuit 22 decides which of an internal access request IREFZ and external access request RDZ and WRZ are given priority in case of contention. A redundancy decision circuit 28 decides which of a normal memory cell and a redundant memory cell is accessed corresponding to the internal access request IREFZ or external access requests RDZ and WRZ (redundancy decision). The redundancy decision circuit 28 makes a redundancy decision corresponding to the external access requests RDZ and WRZ during internal access operation when the arbitration circuit 22 gives priority to the internal access request IREFZ. A holding circuit 32 holds the redundancy decision result to prevent a memory core 34 from malfunctioning to prevent the redundancy decision result accompanying the external access requests RDZ and WRZ from being transmitted to the memory core 34 in the internal access operation.
