PROBLEM TO BE SOLVED: To determine propriety of participation of a new user in a chat by reflecting intention of all users who participate in the chat. SOLUTION: A management device which establishes a communication link among participants who participate in the chat and relays communication among the participants is made to count the number of participants who participate in the chat according to the number of communication links when a message that participation in the chat is requested is received, when a counting result is less than a first threshold, the management device is made to start relay of the communication among a transmitting origin of the message and the participants, when the counting result is equal to or more than the first threshold, whether new participation of the transmitting origin is permitted is inquired to each of the participants and when the received number of permission replies of the effect that the participation is permitted reaches a second predetermined threshold, the management device is made to start the relay of communication among the transmitting origin and the participants.
