PROBLEM TO BE SOLVED: To provide the controller of a fluid pressure circuit capable of sufficiently assuring the amount of operation oil to the control valve for an arm when the amount of pilot operation to the control valve for turning is very small. SOLUTION: A hydraulic circuit comprises a turning preference valve 12 which prefers the amount of operation oil supplied to a turning control valve 5 to the amount of operation oil supplied to an arm control valve 6. Pilot lines 22, 23 that branch from control pilot lines 20 and 21 for the turning control valve 5 are connected to a pressure sensor 25 through a shuttle valve 24. The pressure signal detected by the pressure sensor 25 is inputted in a controller 18, and the controller 18 outputs the electric signal to an electromagnetic proportional pressure control valve 19. The electromagnetic proportional pressure control valve 19 is set on a pilot line 14 for the turning preference valve 12, and has such property as controlling pilot pressure that acts on the turning preference valve 12 according to the increase of electric signals from the controller 18.
