PROBLEM TO BE SOLVED: To provide the security information of the overall structure of a Web page to be traced by link reference from a start point Web page. SOLUTION: An information transmitting/receiving part 81 receives the secure level request of a Web page, and transmits the secure level request of the Web page by a user. A Web page secure level database 811 is stored with already existing Web page secure level information. A Web page secure level judgement part 12 judges the secure level of the whole Web page structure to be traced by link reference from a start point Web page. A secure level data generation part 15 generates the secure level information data of the overall Web page structure to be traced by link reference from the start Web page.
