PROBLEM TO BE SOLVED: To provide a shock absorbing structure of a dam and its construction method superior in both shock absorbing performance, economic efficiency, scenic adaptability, environmental performance, maintainability and controllability, and workability. SOLUTION: This shock absorbing structure 7 uses a log (mainly, a thinning material) cut down at a work site of the dam or in its vicinity as a shock absorbing material. A log group 9 is placed on a pedestal 6, and arranged in a plurality of layers in a state of erecting the log group 9 along the wall surface of a wing 3 of the dam, and the log group 9 is constituted so as to be held by wires 10 and 13 so as not to fall down.
