PROBLEM TO BE SOLVED: To provide a laminated material with easy-to-cut properties in the width direction even when a general-purpose film is used as a film for a substrate layer, and a packaging bag. SOLUTION: The laminated materials 20 and 21 with the easy-to-cut properties are prepared by overlaying substrate layers 10 and 11 with at least an adhesive resin layer 12 and a sealant layer 13. The substrate layers 10 and 11 are provided with linear cut lines 3, 4 and 5 with cutting properties in the width direction respectively at specified widths at one position inside at a specified interval from one end in the width direction, and at an intermediate specified position which becomes one folding part or at intermediate specified two positions which become both folding parts when the laminated materials 20 and 21 are folded back in parallel in the flow direction to form a bag with a palm-joint seal type. The packaging bag is such a bag that uses the laminated materials 20 and 21 and provides an opening part on one side and a bottom seal part on the other side, and has linear cut lines 3, 4 and 5 on at least one side of the root part of the palm-joint seal part, and on both sides of one or both folding lines.
