PROBLEM TO BE SOLVED: To provide a manufacturing method for a pneumatic tire, which can enhance the productivity of the tire while simplifying the formation of a cushion rubber layer, which is excellent in the uniformity of the tire and which can reduce the number of components, and the pneumatic tire. SOLUTION: This manufacturing method for the pneumatic tire comprises a step of forming a tread rubber layer 8 on the outer peripheral side of a molded article which is equipped with a carcass layer 4 laid between beads parts 1, and a belt layer 7 arranged on the outer peripheral side of the carcass layer 4. The manufacturing method comprises a step of forming a rubber ribbon layer 13 by winding a rubber ribbon 6 in such a manner as to be spirally superposed along the circumferential direction of the tire, and a step of forming a belt-like rubber layer 9 by arranging a belt-like rubber member on the outer peripheral side of the rubber ribbon layer 13 along the circumferential direction of the tire.
