PROBLEM TO BE SOLVED: To minimize an increase in circuit scale and cost, and to improve a power factor by a power regenerating system. SOLUTION: A control transformer PRT is provided with a high-frequency inductor as controlled wiring NR. The inductance of the controlled wiring NR is variably controlled by a first amplifying circuit system including transistors Q12, Q13, in response to the level of a rectified and smoothed voltage Ei (an AC level of a commercial AC power supply), and also variably controlled by a second amplification circuit system including Q11 in response to the load current level i.e. load fluctuations. The power factor value improved by a power factor improving means can be controlled so as to be constant with respect to fluctuations of a load and an AC input voltage VAC. The magnetic flux density of an isolated converter transformer is set to a predetermined value or lower. A secondary-side rectification operation is always brought into a continuous mode for preventing the discontinue period of a secondary-side rectification current regardless of the fluctuation of a secondary-side DC output voltage i.e. level fluctuations of the load and the commercial AC power (AC input voltage).
