PROBLEM TO BE SOLVED: To conduct a discount non-uniformly when an accounting is conducted in response to the quantity of IP packets to be transferred, and to enable a prize-like charge discount service in an IP-packet transfer service. SOLUTION: Conditions previously specified by a service provider are stored in a discount-packet condition setting section 1a, and different charging systems are stored to the packets conformed to the conditions and the packets not conformed to the conditions in a unit-charge setting section 1c. IP packets to be accounted transferred to users are divided into the IP packets conformed to the conditions and the IP packets not conformed to the conditions and computed in a packet-computing section 1b. The accounting at a normal charge is conducted to the IP packets not conformed to the conditions, and the accounting is conducted to the conformed IP packets at a charge lower than the normal charge, in a packet charge accounting section 1d.
