PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image forming apparatus which can perform image processing without deteriorating precision using a smaller line memory for the image processing. SOLUTION: The image processing apparatus 2 is provided with a memory part for image processing 21 which stores pixel values read from an original in every scanning line of a predetermined scanning line number; an image processor 22 which selects a target pixel and neighboring pixels from pixel values stored in the memory part for image processing 21, and determines the pixel value of the target pixel using the pixel value of the target pixel and the pixel values of the neighboring pixels; and a data shift processor 23 which shifts storing positions of pixel values of each scanning line already stored according to storing order of every scanning line when pixel values of new scanning line are stored in the memory part for image processing 21; and the data shift processor 23 stores an average value of pixel values of a plurality of pixels of the scanning line, which has finished the image processing, in place of the pixel values of the plurality of pixels in the memory part for image processing 21.
