PROBLEM TO BE SOLVED: To provide a program execution controller and a program execution control method which prevent execution of a illegal program even if it is rewritten to the illegal program after examination and easily confirm when and which program was illegally rewritten. SOLUTION: The program execution controller is provided with: a flash memory 101 for storing a program; a condition detection part 103 for detecting an examination time at which it should be examined whether the program is wrongful or not; a illegality examination part 104 for examining whether the program is illegal at the examination time; an execution control part 105 for controlling whether the program should be executed in accordance with an examination result; and a CPU 102 for executing the program in accordance with a result of the execution control part 105.
