PROBLEM TO BE SOLVED: To provide a hand-push pump to supply fuel, and a method for manufacturing that, which comprises an actuation baggy cylinder that is excellent in suitability of manufacturing and non-permeability of fuel gas, and which can be easily and efficiently manufactured. SOLUTION: This hand-push pump comprises a hand-push actuation baggy cylinder formed like a rubber bag provided with an intake tube and a discharge tube to actuate in siphon effect. The hand-push actuation baggy cylinder 30 comprises an elastic layer 32 of rubber composition, and a barrier layer 34 of resin material. The barrier layer preferably comprises a thermoplastic resin layer mainly comprising polyamide-based resin.
