PROBLEM TO BE SOLVED: To provide a shutter without hindering deforming capacity of a base isolation device even in a shutter closed state in an earthquake. SOLUTION: A permanent magnet, a rupture plate, a coil spring, a rubber tube and an electromagnet are interposed as a deformation absorbing part between a base isolation part and a non-base isolation part, and are formed into a structure for deforming or separating an upper part and a lower part of the shutter in the earthquake, so as not to hinder the deforming capacity of the base isolation device.
