<P>PROBLEM TO BE SOLVED: To provide a person counting apparatus that can precisely recognize moving directions and count persons and can reduce a computing capacity necessary for the processing. <P>SOLUTION: A change detection area is set on image data imaging a counting area, and only about the change detection area, current image data and background image data are subjected to differential processing, which detects the position of a person as change areas. Template blocks are next set in which the change area portions or block areas including the change area portions are template images. Input images input subsequently are each subjected to template matching using the template blocks, which searches for similar image area portions until the similar image area portions reach either determination line. The moving direction is thereby determined.
