PROBLEM TO BE SOLVED: To provide a water cut-off device for maintaining an underwater working space capable of cutting off water by flexibly following unevenness caused by deposition of aquatic organism such as shell fish. SOLUTION: In a seal material 30, a flexible material layer 32 formed of an elastic material more flexible than that of a seal body 31 is integrated with a seal part 31A of a seal material body 31 formed of an elastic material such as rubber or plastics of a predetermined hardness, and an upper face of the flexible material layer 32 is constituted as a seal face 33.
