PROBLEM TO BE SOLVED: To provide an intermediate transfer device, with which transfer residual toner can securely be removed while elongation of an intermediate transfer belt is reduced, and to provide an image forming apparatus having such an intermediate transfer device. SOLUTION: Due to the potential difference between a cleaning backup roll 74 and a cleaning roll 83, toner on a toner carrier face 64H is attracted/recovered to a cleaning roll 83 and formed into a thin layer of toner. A brush roll 86 applies a second bias voltage to toner remaining on the toner carrier face 64 of the intermediate transfer belt 64. Since the toner, removed from a photoreceptor drum 50 and then removed from the intermediate transfer belt 64 by a plurality of cleaning members, is removed the contact pressure of the cleaning members on the intermediate transfer belt 64 can be reduced, and elongation of the elastic intermediate transfer belt 81 can be reduced.
