PROBLEM TO BE SOLVED: To prepare a pet sheet having excellent absorbency of excreta, drying properties and handleability. SOLUTION: A water-absorbing composite sheet 1 for the pet sheet has a substrate 2 and nearly spherical water-absorbing resin particles 3 intermittently fixed to the substrate 2. The pet sheet 10A has the water-absorbing composite sheet 1 for the pet sheet and a water-impermeable sheet 12. A method for producing the water-absorbing composite sheet 1 for the pet sheet comprises applying droplets containing a polymerizable monomer and a polymerization-advancing material thereof to the substrate 2 and then polymerizing the monomer and the polymerization-advancing material thereof.
