PROBLEM TO BE SOLVED: To provide a packaging bag and a package with a draining function capable of sealing and packaging "food needing to drain" such as lightly pickled vegetables, various kinds of Konnyaku (a gelatinous food made from devil's-tongue starch), or the like which contains water and is drained before eating, draining simply when in use, and thereafter removing contents. SOLUTION: The packaging bag has a bag body, a pair of male hook-and-loop fasteners, and a point seal for reinforcing a latching strength of the fasteners. The pair of male hook-and-loop fasteners have one of hook-like engaging elements detachably fit into a slit of the other hook-like engaging elements, so that they have a necessary latching strength and labyrinth-structured slits, and are capable of draining water.
