<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein an excessive bandwidth is assigned in the conventional band request system. <P>SOLUTION: A monitor 3 for monitoring extracts performance information from each of a user terminal 1 and a communication system 2, and returns performance information value to the communication system 2 after deducing band which each requires. The monitor 3 has a software performance list 8 and stores application, request band, hardware parameter shown from operation system, etc. The monitor 3 further has a hardware performance list 9 and stores hardware parameter shown from operation system, bus width, specification value of communication system, etc. A request band computer 6 receives software performance and hardware performance from the software performance list 8 and the hardware performance list 9, respectively, compares the performances with each other, determines request band value, and passes the request band value to the communication system 2.
