PROBLEM TO BE SOLVED: To provide a DC-DC converter and the like that can abolish a wiring between switching elements of a power module and a voltage detection circuit, and that can easily derive a voltage between a DC power supply and a reactor. SOLUTION: This DC-DC converter comprises the DC power supply 10; an energy-accumulating means 15 connected to the positive poles 11 of the DC power supply; a power module 20, that includes the switching elements 21, 26 that accumulate energy in the energy-accumulating means and that are turned on and off to discharge the accumulated energy, and a voltage detection circuit 45 that detects a voltage between the DC power supply that is not directly connected to the switching elements and the energy-accumulating means; and a control board 55 that controls the switching elements.
