PROBLEM TO BE SOLVED: To properly extract a rectangle of a connection component equivalent to a contact character as a character from an image. SOLUTION: Character extraction processing is performed for a multi-valued image as a processing-object image or a binary image generated from the multi-valued image (step S21). As the character extraction processing, general known conventional character extraction processing using a connection component can be employed. Then it is decided whether the width/height of a rectangular region is within a range n×m (step S22). Namely, when a threshold of the height of the rectangular region is set to (n) and a threshold of the width is set to (m), (m) > (n).
