PROBLEM TO BE SOLVED: To provide a polluted soil treatment method which enables the treatment of fluorine polluted soil showing alkalinity to insolubilize fluorine up to a level satisfying soil environment standards, and a polluted soil treatment system. SOLUTION: In the polluted soil treatment method, fluorine in fluorine polluted soil is subjected to insolubilization treatment by performing a process for mixing the fluorine polluted soil showing alkalinity with magnesium oxide or an additive containing magnesium oxide as a main component by a mixer 7 and a process for mixing the fluorine polluted soil with magnesium chloride by the mixer 7 in this order or at the same time.
