PROBLEM TO BE SOLVED: To enable management of the processing time on a reproduction side when a speech signal of multichannels is encoded at a variable compression rate. SOLUTION: Prediction circuits 13D 1, 13D 2, 15D 1 to 15D 4 and buffer selectors 14D 1, 14D 2, 16D 1 to 16D 4 perform prediction encoding of the six channel speech signals. A DTS generator 17 generates decoding time stamp information indicating the timing for reading out compression data within an input buffer 22a on a decoding side according to the amount of data for prediction encoding for every channel and a formatting circuit 19 formats the same to a packet header including the decoding time stamp information and a packet having user data including the compression data.
